Constituency Engagement

CCM Nepal brings together country-level stakeholders in the fight against the three diseases drawn from multiple constituencies. Multi-stakeholder engagement is an important premise of the CCMN as it enables the work of the CCM such as CCM oversight, discussions and decision making, to be informed by the experience, technical expertise and views of the different constituencies represented on the CCM.

CCM Evolution pilot project aims to strengthen CCM performance and ensure CCMs are best placed to deliver on the Global Fund strategy. In May 2018, the Global Fund Board approved a phased roll-out for the CCM Evolution pilot project which consists of:

  • A set of proposed activities in four evolution areas of oversight, linkages, engagement, and CCM functioning.
  • Differentiating the CCM model and moving CCMs along three levels of maturity.
  • The limited set of selected countries in the October 2018-December 2019 period.
  • A robust performance framework with indicators to further tailor activities based on evidence.
  • Strong commitment from the Board, the Secretariat, and partners at the country level on evidence to support effective implementation.
  • Consistent engagement of GF Secretariat teams and an appropriate mix of resources.
  • CCM members are required to engage their constituencies to update and inform their constituency members on the activities and decisions of the CCM and also obtain feedback e.g. opinions, recommendations, priority issues and concerns relevant to CCM’s mandate e.g. resource mobilization from the Global Fund, oversight of Global Fund grant implementation and communication about the Global Fund.
